A compact is a written agreement between different partners
outlining agreed principles and values, codes of working
together and agreed tasks and outcomes. A local compact
is an agreed framework of working together for the mutual
advantage of the different sectors in the local area. |

Other local compacts in the country have included agreements and
undertakings in the following and other areas: 1) Consultation;
2) Information; 3) Funding and support; 4) Services; 5) Policy development
and implementation.
In the High Peak those involved in drawing up the Local Compact
could decide what it needs to include.
Is there not a compact
already?
There is a national compact which was agreed in 1998.
The Derbyshire County compact was produced this year.
But all councils (County, City, Borough or District) are obliged
to develop compacts.
Why do we need a
compact?
A local compact would provide a framework and action plan to develop
and ensure good practice in partnership working between the different
sectors.
For example around
the area of funding a transparent funding process for High Peak
Borough Council and possible other statutory bodies (Primary Care
Trust) could be developed. This would include clear procedures
for applying for funds and a clear criteria and decision making
process. The compact would act as an agreement about what good
practice is but would also include an action plan for how that
good practice is going to be achieved.
A process for ensuring
the compact is followed would be included. A compact is not legally
binding, but the potential advantages for all involved provide
the incentive to follow it.
How does a compact
link to the community strategy and the local strategic partnership?
The Local Strategic Partnership (LSP) has worked with the High
Peak Borough Council and Derbyshire Dales District Council to
produce Community Strategies for each area. The Community Strategies
have been developed through consultation and discussion with local
people, voluntary and community groups and other organisations.
The Community Strategies
shape the work undertaken by the LSP.
One of the priority tasks of the High Peak Community Strategy
in the first year is to develop a local compact. High Peak CVS
have a lead role in this and are working closely with the High
Peak Borough Council to develop a Local Compact for the High Peak.
