Financial Inclusion Conference
Organised by East Midlands Money Advice Partnership in association with Derbyshire Citizens Advice Bureaux, Chesterfield Law Centre and Derbyshire County Council

This conference seeks to raise awareness of Financial Exclusion across Derbyshire, and address the challenges faced by agencies working in the local community to assist those whose lives are affected by this issue. Set in the context of the HM Treasury report ‘ Financial Inclusion, an action plan for 2008-2011’, the conference aims to bring together key stakeholders with the aim of developing an integrated partnership approach to tackling Financial Exclusion across the region.

The conference will also see the official launch of “IVA’s – a Solution to Debt ?”, an analysis of the problems encountered by Derbyshire based advice agencies and their clients in relation to the selling and promotion of Individual Voluntary Arrangements.

This is an essential event for all those involved in tackling debt and financial exclusion across the Derbyshire region at both strategic and operational level.

Derbyshire Wildlife Trustees

Derbyshire Wildlife Trust is seeking volunteers who have the skills and interest to become trustees and join our Board.

This is an important and responsible role within the Trust as it is the Board that oversees the governance of the Trust and agrees the strategic direction. It is then up to the Chief Executive and staff to get on with the operational detail.

Our Board currently consists of up to 16 trustees and meets six times a year at our office in Belper, and at the Annual General Meeting in the autumn held at various locations in the county. During 2008 we will have 4 vacancies for new trustees.

What kind of people are needed on the Trust Board? Though we would particularly welcome expressions of interest from young people you must be at least 18 years old. The main qualification is people who care about nature conservation in Derbyshire. However, it is also important that trustees possess the appropriate skills and life experience to help the Board make strategic decisions.

The strength of our Board lies in its members being drawn from a wide range of backgrounds. We are looking for new trustees who can build on or add to the skills currently represented, for instance people with experience and expertise in issues affecting young people, legal matters, business development, charity administration or governance, senior management within the public sector, land use planning and agriculture or estate management. Please consider if you may have something to offer in these or other areas.

Being a trustee requires responsibility and commitment but it is an immensely rewarding role as you will be helping to shape the Trust’s future work and continuing success and development.

If you would like to know more about becoming a trustee and serving on the Trust’s Board please contact Ed Green, the Trust’s Chief Executive on 01773 881188 or via e mail egreen@derbyshirewt.co.uk

Complaints, Conflicts, Home Ownership and Charity

There are a few new items of interest from the Charity Commission:

Updated 'Complaints about Charities' guidance (CC47) looks at when the Commission will, or will not, follow up on complaints about charities.
 www.charitycommission.gov.uk/publications/cc47.asp

'Conflicts in your charity – A statement of approach by the Charity Commission' gives guidance on when the Commission will or will not get involved in a dispute, plus provides details of organisations that may be able to offer additional information and support.  www.charitycommission.gov.uk/investigations/conapp.asp

'Affordable Home Ownership – Charitable Status and Tax', published jointly with HM Revenue and Customs and the Housing Corporation, explains when providing affordable low cost home ownership may be charitable and the legal and tax implications.  www.charitycommission.gov.uk/supportingcharities/homeown.asp

Updated Charity Accounting Standard

An updated edition of the Charities SORP 2005, the accounting standard for registered charities, has also been published by the Charity Commission.  No changes have been highlighted, but we understand that they cover tidying up around the recent Charities and Companies Acts and accountancy reporting regulations.  Download or order via www.charitycommission.gov.uk/investigations/sorp/sorp05docs.asp

Listening to Music or Watching TV at Work

Two warnings from Out-law.com this week on licensing at work:

The Federation of Small Businesses has criticised the Performing Right Society (PRS), which represents music creators and publishers, for recent heavy-handed pursuit of back-dated licences.  A public performance licence from PRS is required for any 'mechanical performance' of copyright music as a background to work or in rest rooms and so on and covers music playing on television or radio as well as CDs.  Buying an annual licence is costed at £14.99 per day, per unit of 25 employees.

Employers could be penalised, with a fine of up to £1,000, for staff watching TV online if they don't have a TV licence.  TV Licensing has warned that its officers are visiting unlicensed addresses throughout this summer's sports tournaments.

Entitlement for Time Off to Train

'Time to Train' is about how up to 22 million workers in England should be able to use a proposed new legal right to request time to train, published by the Department for Innovation, Universities and Skills.  Closing date is 10th September, www.dius.gov.uk/consultations/con_180608_timetotrain.html

Changes to the Charity Tribunal

Restructuring of the varied collection of tribunals set up by the Government will see the new Charity Tribunal (hearing appeals against Charity Commission decisions) become part of the first-tier General Regulatory Chamber, alongside the likes of the Immigration Services Tribunal and the Consumer Credit Appeals Tribunal, reports Plaza Publishing News Alert.

The changes were outlined in a speech to the Charity Law Association by Charity Tribunal president Alison McKenna, who also said that the Tribunals Service aims for 75 per cent of cases to be completed and the judgement delivered within 30 weeks.  "The Charity Tribunal has been resourced on the basis that we will have 50 cases a year, so unless we are deluged with cases we should be working within that target."  See www.charityfinance.co.uk/home/content.php?id=1994

Third Sector Enterprise Fund

As reported by Charity Finance (www.charityfinance.co.uk/home/content.php?id=1993), organisations at an earlier stage of development will be able to apply to the separate Third Sector Enterprise Fund, which will have £12 million over three years available in amounts of up to £100,000.  Details are to follow in the next few months.

Bank Loans for Community Asset Transfer

Unity Trust Bank has announced a Community Asset Transfer loan account, for any charitable, voluntary or community group taking on a community asset transferred from public ownership under the government scheme. See  News item, or go direct to account details at www.unity.co.uk/CAT

Updated Quality Assurance Model

The third edition of Practical Quality Assurance System for Small Organisations (PQASSO) has been produced and published by Charities Evaluation Services.  Changes include more emphasis on the importance of planning and marketing of services, better support for working in partnership and greater focus on environmental and sustainability issues.

There are discounts for recent purchasers of the second edition.  CES announcement and further explanation at www.ces-vol.org.uk/index.cfm?pg=339

Research in Developing Services for Vulnerable Groups

'Think Research: Using research evidence to inform service development for vulnerable groups' is guidance for professionals who have direct responsibility for designing, commissioning, providing or managing services for vulnerable groups.  It has been published by the Social Exclusion Task Force in partnership with Barnardo's, Research in Practice and the National Foundation for Educational Research.

Creating Online Surveys

The use of the popular Survey Monkey software to create and manage online surveys has been strongly criticised in the past due to its poor accessibility rating.  However, they now claim that it is the only online survey application which has received certification to the US Section 508 standard, covering access by users with disabilities – www.surveymonkey.com/HelpCenter/Answer.aspx?HelpID=247

So it may be worth checking out what they can offer – the basic (no cost) account allows up to 100 responses per survey.  www.surveymonkey.com  (Source: UKriders list)
