Wednesday 22nd October 2008, 9.45am – 4.00pm
at High Peak CVS, Bingswood Trading Estate, Whaley Bridge

The way in which statutory authorities fund projects is changing. Grants will still exist but the trend is towards commissioning work that involves you submitting a tender.

This one day course will cover the key questions:-
* How does commissioning differ from grant funding?
* What skills and standards do you have to demonstrate?
* How do you write a successful tender?

The day will be a mix of presentation, discussion, workshops and finally using case studies from front line Voluntary and Community Sector groups, you will be supported to write sample tenders.

Please make your own arrangements for lunch

Clear Advice on Volunteering While on Benefits

Jobcentre Plus has published renewed guidance on volunteering whilst on benefits, following a Government commitment to the Commission on the Future of Volunteering earlier this year.  Office of Third Sector news item, or download 'Volunteering while receiving benefits' (pdf, 371KB)

Objecting to Company Names

Under a provision of the Companies Act 2006 in force from 1st October, there is a new adjudicator (at the UK Intellectual Property Office's Company Names Tribunal) who can decide whether a proposed company name is too similar to someone else's trading name.  This now doesn't depend on the organisation/business having a registered company name matching the trading name.

Time Off for Community Volunteering

Communities Secretary Hazel Blears has outlined plans "to make it easier for more people, from all walks of life, to volunteer for key roles in their local community".  Magistrates, school governors and members of health bodies or police authorities already have time off entitlements but the Government is seeking views on extending the right to people serving in a wider range of civic roles.  Legislation is aimed for April 2009, but the consultation also considers non-regulatory ways to encourage people to take on roles in third sector organisations.

News release giving background at www.communities.gov.uk/news/corporate/976309 consultation document 'Standing for Office: Time-Off Entitlements', pdf 258KB, www.communities.gov.uk/documents/communities/pdf/976040.pdf

Respond by 19th December.

Charity Register has More Detail and Clarity

A new version of the Charity Commission's online register went live on 1st October.  There are graphs and more detail on accounts for larger charities and those filing accounts late get a red border highlighting the fact.  Late filing will also show up where a trustee is on the board of another charity which has missed the deadline, on the trustee’s detail page.  Much of the financial analysis uses Flash, but the printable report is text based.  Information uploaded by charities should appear the next day.  Charity Commission's press release at www.charitycommission.gov.uk/news/newreg.asp see Plaza Publishing News Alert's look at the new features at www.charityfinance.co.uk/home/content.php?id=2284 or just check out your own or a favourite charity by doing a Register search at www.charitycommission.gov.uk to discover the improvements.

Integrating Volunteering into Society

Volunteering England has brought together a range of "influential figures spanning the private, public and voluntary sectors" to lead on implementing 'Manifesto for Change' from The Commission on the Future of Volunteering.  The organisations include the National Trust, Institute of Directors, Department of Health, Time Banking UK and Yorkshire Water.  Six Action Groups, aiming to integrate volunteering so it becomes part of the DNA of society, cover Promotion, Modernising the Infrastructure, Public Sector Action, Skills for Volunteers, Skills and empowerment for volunteer managers and Employer Action.  Third Sector news item at www.thirdsector.co.uk/News/849893/ (registration required) or see press release.

Turning Favours into Youth Volunteering

A campaign titled Favours, from youth volunteering organisation v, aims to transform the face of volunteering among 16 to 25 year-olds whilst making it accessible and a natural lifestyle choice.  The campaign website is at www.vinspired.com ; a news item at www.wearev.com/index.php or see Society Guardian piece at

Managing the Level of Risk

The report from the seventh annual risk management survey by accountants PKF, in association with the Charity Finance Directors' Group, has been published.  It focuses on the sector's ‘risk appetite’ – establishing the level of risk exposure that is comfortable.  The types of risk that charities found most difficult to manage were changes in government or local government policy and reductions in contract income.

Exploring Local Sector Support and the Conservative Vision

The latest Bulletin from ARVAC, the community research group, includes interesting articles on the future of local infrastructure organisations (sector support bodies) by Richard Gutch, and Colin Rochester on the new Conservative vision for voluntary action.  Download pdf, 150KB, at
www.arvac.org.uk/docs/ARVAC%20Bulletin%20-%20Issue%20107.pdf

The Conservative vision also gets examined in a Society Guardian interview with their spokesman for the voluntary sector and ‘rising star’ Greg Clark.  He tells Alison Benjamin why the sector should play more of a part in delivering public services at www.guardian.co.uk/society/2008/oct/01/voluntary.sector.greg.clark

An Australian web-based Resource Kit for Creative Community Engagement, where community organisations can find helpful online guidance, ideas and tools for developing and facilitating e-learning is at creativecommunity.flexiblelearning.net.au  Michael Gilbert of Nonprofit Online News says "The longer I explore this wonderful compendium, the more useful stuff it turns up, so I suggest that you just keep clicking".

Children, Young People and Families Grant Programme

The Children, Young People and Families (CYPF) Grant is a national programme to fund work by the third sector to improve outcomes for children, young people and families.  The outcomes expected from this funded work are embedded in the Children Act 2004, the Every Child Matters outcomes and the Children's Plan.

The new grant round for funding from April 2009 was launched in August 2008, and applications are now invited from long-standing partner organisations as well as from new organisations.

There are a few changes to this year's programme.  All innovation (formerly project) grants will be payable over two financial years, that is from April 2009 to March 2011.  This will allow for more flexible start dates, payment over a more realistic timescale, and time to evaluate the success of your work.

For this grant round only, strategic grants of two years duration, again from 2009 to 2011, are also being made.  Subject to the next spending review, this means that for the 2011 grant programme, all our strategic partner organisations will be able to bid for three-year funding in a single round.  They will then work with them to deliver the overall aims and objectives of the Department over the full funding round from 2011 to 2014.

The deadline for receipt of completed applications is midday on 31st October 2008.  The results of the grant programme will be announced on, or shortly after, 15th December 2008.

To help your chance of success in the grant process, please complete the Eligibility Questionnaire, available on websites below.  You are only eligible for a CYPF grant if you can answer yes to all applicable questions.  The Grant Application Guide document will help you complete this grid.

Grassroots Grants

Grassroots Grants is a £130 million programme that aims to invest in a thriving community sector.  It is funded by Office of the Third Sector (OTS) and delivered by the Community Development Foundation (CDF).  The programme, which will run from 2008 to 2011, is divided into two parts: an £80 million small grants fund for community organisations; and a £50 million endowments programme to enable local funders to generate additional donations on a matched basis and invest them in endowments, thereby building their capacity to provide long-term funding for frontline community organisations.

They have therefore created a paper which provides a change to process and to the eligibility criteria plus new timelines for this situation.  If you are interested in applying you can download this paper here.  This document should be read in conjunction with the Grassroots Grants Guidance Notes for Local Funder Applications, Application Form and Frequently Asked Questions, version 5 as all other processes, eligibility criteria and timelines still apply.
