Call for Third Sector to Comment on Proposed Legislation

Third Sector minister Phil Hope is calling on voluntary organisations to give their views on the Draft Legislative Programme for the next parliamentary year, stressing the importance of the sector's response on the eighteen proposed new laws.  Cabinet Office news item has links to the Programme and consultation (ending 6th August).

Recommendations on Improving Payroll Giving

Following the publication of the Independent Review of Payroll Giving commissioned by the Institute of Fundraising, responses are invited to the recommendations.  The key recommendations, full report (pdf, 277KB) plus another on pensions giving (summary pdf, 409KB) can all be found at www.institute-of-fundraising.org.uk/prgreview  The email address for responses, by 5th September, is policy@institute-of-fundraising.org.uk

Volunteering in Health and Social Care

The Department of Health is consulting on 'Towards a strategy to support volunteering in health and social care'.  The aim is to:

  • raise the esteem and profile of volunteering;
  • help improve management and support for volunteers;
  • support more robust evaluation of the outcomes and benefits of volunteering; and
  • allow more coherent investment to support their involvement.

The consultation runs to 30th September, working towards a final strategy and implementation plan in early 2009.  See the documents available at www.dh.gov.uk/en/Consultations/DH_085186

Record Checks for Volunteers

The Cabinet Office has published guidance which aims to clarify when organisations do and don't need to carry out Criminal Records Bureau (CRB) checks on volunteers.  As Third Sector reports, a minority of charities that run unnecessary blanket checks could end up having to pay for these (which normally have no charge) if subject to a spot check.

News release includes link to the guidance,
www.cabinetoffice.gov.uk/third_sector/news/news_stories/080604_crb.aspx or go direct to pdf, 197KB.

Young Adult Volunteering

The Morgan Inquiry, an independent inquiry on the future of young adult volunteering between the ages of 18 and 24, produced its report for the start of Volunteers’ Week.  This looks at the real reasons for more young people to volunteer, the barriers that prevent them from doing so and has ‘practical recommendations for change’.

Recommendations include that the Department of Work and Pensions and Jobcentre Plus should fully recognise volunteering as a legitimate job-seeking activity for those on unemployment benefits, an ‘industry standard’ certificate which would recognise skills developed through volunteering, an employee volunteering scheme, and consolidating the varied sources of information on how to volunteer into a one-stop-shop.

The report (pdf 496KB) can be downloaded from the inquiry site at www.morganinquiry.org.uk Society Guardian news item at

Challenges and Thoughts for the Third Sector

Networking about Social Return on Investment

SROI UK is providing a resource and networking opportunity for anyone interested in the development of the concept of Social Return on Investment, measuring the social value of an organisation's work.  The network launched at the SROI Exchange conference in Manchester last week.  www.sroi-uk.org

Round Up of National Hubs Expert Publications

The 'National Hubs Joint Publications Guide' brings together information on all the publications produced by the six hubs of expertise over their short life.  The pdf download is quite large (2.68MB) and unfortunately most references to publications which are themselves downloadable don't give direct links, or even to the relevant hub publication section.  It is still a useful list to have –

BIG - Changing Spaces

Changing Spaces is an environmental programme focusing on three priority areas – community spaces, local community enterprise and access to the natural environment.  It will invest around £200 million in environmental projects across England.  The programme is being delivered in partnership with other organisations who are either delivering a large strategic portfolio or an England wide, open grants programme on our behalf.

In August 2007 BIG announced grants to five strategic portfolios, covering a diverse range of issues from local food production to green space improvements.  And we have recently appointed five organisations to deliver England wide, open grants programmes on our behalf (we call these award partners).

These are:

  • Local Food programme (run by the Royal Society of Wildlife Trusts) – will fund organisations that will deliver a variety of food related projects to make locally grown food more accessible and affordable to local communities.  For more information visit www.localfoodgrants.org
  • Community Spaces programme (run by Groundwork UK) – this funds community groups who want to improve local green spaces such as play areas, community gardens, parks, wildlife areas and village greens.  For more information visit www.community-spaces.org.uk
  • Community Sustainable Energy programme (run by Building Research Establishment) – this will pay for community-based organisations to install renewable energy technologies and energy saving measures.  For more information visit www.communitysustainable.org.uk
  • Access to Nature programme (run by Natural England) – this will fund a range of organisations who want to encourage people from all backgrounds to learn more about and enjoy the natural environment.  For more information visit www.naturalengland.org.uk/accesstonature
  • Ecominds programme (run by Mind) – this programme is due to launch in spring or summer 2008.  It will fund a range of groups who want to encourage people with experience of mental distress to get involved in environmental projects, such as improving open spaces and wildlife habitats, designing public art and recycling.  For more information visit www.ecominds.org.uk

If you have a project that you thinks fits under one of the programmes visit the websites listed on this page or call the Changing Spaces Advice Line on 0845 3 671 671 (textphone: 0845 6 021 659) or go to the website: www.biglotteryfund.org.uk

Coalfields Regeneration Trust - Three More Years of Funding

The Coalfields Regeneration Trust in England is to receive a further three years funding from March 2008.  The Trust is an independent grant-making organisation.  They award grants across British coalfields.  They are a grantmaker and they are actively involved in supporting projects on the ground in coalfield communities.

At the one end of the spectrum they give grants from their ‘community chest’ to small organisations to help them develop, and at the other end they give large grants of up to £300,000 to bigger voluntary, community and statutory organisations.  Their grants programme is about helping groups who respond to local need.  But they are also proactive in developing ideas and projects that address key issues such as worklessness, isolation, skills, sector development and sustainability.

For more information, download a copy of our information booklet from website below or contact one of the Regeneration Managers – see contacts website below.  Your local Regeneration Manager will be pleased to discuss your project and to assist you in applying for a grant or other support from them.

Regional contacts can be found at: www.coalfields-regen.org.uk/contactus/default.asp and regional programmes and further information can be accessed from: www.coalfields-regen.org.uk/default.asp

The Third Sector Excellence Awards 2008

It’s impossible not to be impressed by the quality of the work done by the voluntary sector.  It acts as the conscience of society, drawing attention to injustice and demanding progress.  It lobbies politicians, runs vivid and moving campaigns and acts as a reservoir of expertise.  And it often does all this on a shoestring.

The Third Sector Excellence Awards are intended to recognise and celebrate that vital work.  They are now in their fourth year, and there are 24 categories covering everything from direct mail to employee innovation.  The awards night is one of the high points of the voluntary sector calendar.  So please think back over the past 12 months, tell us about the best things you’ve done, and we’ll put them in front of our teams of specialist judges.  And we look forward to seeing you at the awards ceremony at the Hurlingham Club in West London on Tuesday 18th November.

Entry is open to all voluntary organisations based in the UK – registered charities, non-profit organisations, social enterprises and campaigning groups.  For the purposes of this entry form the word ‘organisation’ has been used to designate all these different bodies.  Agencies and consultancies may enter on behalf of voluntary organisations they work with.

The closing date for entries is Friday 18th July 2008.  Judging will take place in September 2008, as soon as all entries have been processed and read by the judges.  A shortlist will be published as soon as possible after that and a formal dinner and presentation of the awards will take place on Tuesday 18th November 2008.

Categories are: Communications, marketing and campaigning – A Annual report, B Brand development, C Use of digital media, D Website, E Communications campaign, F Communications team: Fundraising – G Direct marketing campaign, H Fundraising event, I Fundraising team, J Donor care (new category); Finance – K Finance team, L Innovation in grant making, M Enterprise; Partnerships – N Charity partnership, O Corporate partnership, P Public sector partnership (new category); At work – Q Best employer, R Employee innovation, S Volunteer of the year; Governance – T Most improved trustee board; U Accountability and transparency; Third Sector awards – V The Luke FitzHerbert lifetime achievement award, W Small charity, big achiever, X The Third Sector big impact award (new category).  Full details are on the website: www.haymarketevents.com/awardCategories/277/the-third-sector-excellence-awards-2008
