Alert Over Fake HMRC Emails

HM Revenue and Customs has just issued an alert on scam emails with a fake HMRC heading, asking for banking details so that a repayment can be issued.  HMRC Charities will never contact your charity or Community Amateur Sports Club by email for this type of information.  www.hmrc.gov.uk/charities/scam.htm

Varying Views on Receipts and Payments Accounting

The first systematic look at the effectiveness of Receipts and Payments (R and P) (annual) accounts used by smaller charities, carried out on behalf of the Association of Charity Independent Examiners, found a very wide range of views.

Professional accountants and non-accountants alike had views ranging from believing that the R and P approach is clear and effective to serious concerns and that even the smallest charities should be required to produce SORP accounts.

The report 'The Use of Receipts and Payment Accounts for Financial Reporting by Smaller Charities' argues that the R and P regime is not flawed but needs additional investment and attention to make it work.  In the long run the law should be changed to allow for regulations on R and P accounts, with a formal standard created in the meantime.  Download the report from www.shu.ac.uk/research/cvsr/outputs.html

Updated SORP Withdrawn

We reported last week that an updated edition of the Charities SORP 2005, the accounting standard for registered charities, had been published by the Charity Commission.  Unfortunately due to ‘technical reasons’ (otherwise known as minor errors) this has been withdrawn.  They hope to a have a new version available very shortly.

Music Copyright Exemptions for Charities

The UK Intellectual Property Office has started a consultation on certain copyright exemptions which ‘principally allow not-for-profit and charitable organisations, in certain specific circumstances, to play copyright sound recordings in public without being required to pay a licence fee for use of those sound recordings or the performances they contain’.  The Office of the Third Sector is encouraging charities to respond, with one option being to exempt only small charities from having to purchase licences, or even repeal of the exemptions  OTS news item or go direct to www.ipo.gov.uk/consult-musiclicensing.htm  Runs to 31st October.

Funds for Community Sport

Sport England is looking at possible changes to the way it distributes National Lottery money for community sport.  Views are welcomed on ways to improve application and award processes as well as any particularly valued features of the current Community Investment Fund.

One Sector Panel Starts, Another Closes

After four years, the Government's State of the Sector Panel, which they used as a sounding board on various issues, is to close.  There will be a series of four reports published this year outlining some of the key findings from the four years, covering: Activities, resources and engagement with beneficiaries; Collaborative working and infrastructure organisations; Engagement with Government bodies and use of the Compact; and Human, capital and organisational resources.  The Government will continue to ‘build the evidence base on and for the third sector’, with a new survey of sector organisations to run this autumn and in 2010.  Office of the Third Sector news at www.cabinetoffice.gov.uk/third_sector/news/news_stories/080630_sosp.aspx

Meanwhile, the panel of the new Third Sector Advisory Body, set up to provide Government Ministers with clear and authoritative advice on policy regarding the third sector, has been appointed.  OTS details, or see Governance news item www.charitygovernance.co.uk/home/preview.php?id=319

Thriving Third Sector Seen as High Priority Across England

A thriving third sector has been recognised as a high priority for nearly two thirds of top tier local authorities in England.  In drawing up a shortlist of 35 'National Indicators' on which they will be measured (out of the set of 198), 62 per cent chose to include one or both of the two third sector indicators: NI6 – participation in regular volunteering; or NI7 – creating an environment for a thriving third sector.  Society Guardian has a short item at www.guardian.co.uk/society/2008/jul/02/voluntarysector.localgovernment or see the Office of Third Sector news item.  The latter quotes the Chief Executive of Acevo (the chief execs body) saying "The take up of these indicators is far better than I expected."

You can find out what local priorities in your area have been negotiated with Government at the Local Priorities site, www.localpriorities.communities.gov.uk/  See Podnosh blog for a few comments on how helpful this is, or could be.
