Warning Over Late Submission of Charity Returns

Charities that have failed to provide an annual return or accounts for an extended period are to be taken off the Register run by the Charity Commission. Designed to remove charities in England and Wales that no longer operate, defaulters would be hit a year after the original submission deadline after a series of warnings. (A major cull of the new Scottish register was recently undertaken by OSCR.)

There are currently some 1,200 charities with a previous income over £10,000 which have not sent in returns for more than six years. News release at www.gnn.gov.uk/environment/fullDetail.asp?ReleaseID=359359&NewsAreaID=2.

Small Organisations Accounting

We mentioned the new Community Money Matters guide to financial management and accounting for small charities and community organisations a few weeks ago. What wasn't clear then is that the examples and illustrations are separate downloads on Cash-Online web site (the main document is there too): www.cash-online.org.uk/content/4/70/.

Experiences on Open Space Projects Wanted

Community groups involved in projects to revitalise an open space are asked to fill out a short online questionnaire about your experiences and what would help move the project forward.

Run by CABE Space and The Glass-House (Community Led Design), with the possibility of vouchers in return, if completed before 25 March.
www.theglasshouse.org.uk/index.php?pg_id=17.

Results will be published in April and used to inform future services from these organisations.

Budget 2008

The major announcement in last week’s Budget for many charities was the transitional arrangements on Gift Aid for the next 3 years. This will protect the current 22% rate of income tax being reclaimed despite the tax rate dropping to 20% from this April (although technically it will be 20% plus 2% relief, which won't be available until the Finance Bill, based on the Budget, is passed into law).

They will invest £4 million in new training programmes for volunteers and volunteer managers; create a new access to volunteering fund for disabled people (£2 million); produce guidance to help avoid unnecessary criminal records checks being carried out; improve coordination of volunteering by civil servants; support existing events to promote volunteering. Plus further work will be done on the viability of including volunteering in the inspection of public services. See Office of the Third Sector. Volunteering England

Community Sustainable Energy Programme - England

The Community Sustainable Energy Programme (CSEP) is an open grants programme run by BRE, an award partner of the Big Lottery Fund.  Part of the Fund's Changing Spaces programme, CSEP has been set up to help community based organisations in England to reduce their energy bills and environmental impact.  The scheme is also designed to raise public awareness of the social and environmental advantages to reducing energy consumption and carbon emissions in order to combat climate change.

The maximum Capital Grant available is £50,000 or 50 per cent of the project cost (whichever is lower).  The maximum Project Development Grant available is £5,000 or 75 per cent of the study cost (whichever is lower).  It is anticipated that the Community Sustainable Energy Programme will open for applications in April 08.
