Title: Chief Executive
[NACVS summary: This person has the main responsibility for CVS
including managerial responsibility and will have key input in
setting budgets and policy. Main liaison person with CVS Executive
or management committee and senior staff from statutory and voluntary
organisations. Salary level would depend on size of annual turnover,
numbers of staff employed and complexity of work]
Reports to -
Chair of the Management Committee (Board of Trustees)
Responsible for
- As the most senior post in the organisation the Chief Executive
is responsible for the work of all staff and volunteers, whether
core or project based.
Purpose of the Job
- To provide the professional and managerial expertise to implement
the objectives of the CVS as defined in the Constitution and work
plan agreed by the Management Committee.
Main responsibilities
1. Leadership and
overall management
- To implement all
CVS policies as agreed by the Management Committee
- To work with the
Board of Trustees to develop policy, implement and monitor work
programmes and account for the work of the CVS
- To develop organisational
strategies to take forward and develop the CVS role and work.
- To identify resources
and partnerships which will enable the CVS to take a lead in
developing the sector locally
2. Staff and volunteer
management
- To ensure the effective
staff management through effective recruitment, work planning,
staff supervision, review and appraisal.
- To ensure coordination
of the engagement of freelance and other contractual staff in
line with the CVS personnel policies.
- To ensure effective
involvement of and support for volunteers in line with CVS Volunteers/volunteering
policy.
- To ensure that all
staff and volunteers implement the CVS Health and Safety policy
including those aspects which apply to those using the CVS facilities.
3. Effective performance
of the CVS core functions
- To ensure that CVS
services are provided to the highest standard.
- To pursue opportunities
to open up the provision of advice, support and other services
to new and emerging groups/organisations.
- To represent High
Peak CVS to statutory authorities and other key partners.
- To provide a link
with other heads of lead organisations, both statutory and voluntary,
to enhance the role of the CVS as a catalyst.
4. Financial and
legal management
- To manage and work
within agreed budgets.
- To have a knowledge
of and understand the relevant accounting procedures for CVS
.
- To ensure the relevant
management reporting regarding CVS financial information.
- To ensure the CVS
fulfils its aims and objectives as defined in its constitution.
- To ensure compliance
with the legal requirements of funding bodies including those
relevant to local authority partnerships, National Lotteries
Charities Board and European Social Fund.
- To be responsible
for the use and upkeep of premises in line with any leasing
or ownership arrangements
5. Training
- The Chief Executive
will have a responsibility to contribute to the design and assist
in the organisation of training courses for the community and
voluntary sector.
6. Decision making
The Chief
Executive is responsible for:
- All strategic management
decisions
- Relevant line management
decisions
- Accounting for all
devolved management responsibilities
7. Special circumstances
Considerable flexibility
is required as attendance at evening and weekend meetings will
be necessary. Travel throughout the area covered by High Peak
CVS is required.
